1146.To ask the Minister for Housing, Planning, and Local Government the current total number of HAP tenancies as of the end of June 2024; an up-to-date breakdown of that number, by local authority area, the most recent average monthly landlord payment in each local authority; the projected total cost in 2024, in tabular form; and if he will make a statement on the matter. 1161.To ask the Minister for Housing, Planning, and Local Government the total amount spent in each local authority area on the housing assistance payment (HAP) from January 2024 to June 2024, by county; the number of tenancies in each local authority area that these HAP figures are sustaining, in tabular form; and if he will make a statement on the matter. I propose to take Questions Nos. 1146 and 1161 together.

My Department publishes comprehensive programme-level statistics on social housing delivery activity in all local authority areas on the statistics page of its website. Data in relation to funding provided by the State for HAP tenancies to end of Q1 2024 can be found on my Department’s website at this link:

At the end of Q1 2024, over 119,000 HAP tenancies had been set-up since the scheme commenced, of which there were 55,758 households actively in receipt of HAP support.

The 2024 budget allocation of €525 million will enable continued support for existing tenancies along with funding for 8,800 new households to be accommodated in HAP supported tenancies

The monthly gross average cost per HAP tenancy at the end of Q1 2024 was €978. The monthly average cost per HAP tenancy funded by the Exchequer i.e. net of average differential rent, at the end of Q1 2024 was €758. This funding represents the portion paid by my Department after receipt of the differential rent which is paid by the tenant to the local authority. It does not include administration costs related to the Scheme.

The following tables set out the number of active HAP tenancies, the average HAP monthly Landlord Payment and the average monthly cost funded by the exchequer to the end of Q1 2024 by local authority.
