I propose to take Questions Nos. 1119 and 1120 together.
My Department’s role with regard to Domestic Violence Refuges is the capital funding for their initial design and construction. It is the responsibility of my colleague the Minister for Justice, to decide on priority locations for new refuges as part of the 3rd National Strategy on Domestic, Sexual and Gender Based Violence and in line with Ireland's response to the Istanbul Convention, including the approach to be used to deliver additional safe spaces for victims of domestic violence, as between new refuges, safe homes, etc. The Minister for Justice also has overall responsibility for the operational costs for refuges.
As regards the capital costs for new refuge development, these can depend on a variety of issues including site availability and cost, the number of refuge spaces in any development and the timings for the advancement of individual projects. The capital cost of delivering new refuge spaces is currently estimated at c€560,000 per unit, encompassing all costs relating to land, design and construction and including refuge accommodation and the range of additional facilities that such refuges require.
