1075.To ask the Minister for Housing, Planning, and Local Government the total number of owner management companies currently in stage 3 of the interim remediation scheme for fire safety defects in apartments and duplexes; the length of time they have been in stage 3; the reason they cannot progress to the next stage; to provide a list of the projects identified as pathfinders; when they were identified as such; to provide an update on each of these pathfinders, including an estimation of when works will start and complete; and if all other approved applicants will have to wait for the completion of the pathfinder projects before they can progress beyond stage 3 of the process. 165 valid Owner Management Company (OMC) applications have successfully achieved Phase 2 of the Interim Remediation Scheme (Scheme). OMCs have to undertake a significant amount of work to complete Phase 3 of the Scheme, and the time taken to do this will vary for each OMC.

The elements of work for OMCs to complete in Phase 3 are set out below:

  • Selection and engagement of a Competent Professional (CP) for the discovery of fire safety defects and identification of necessary works;
  • Completion by the CP of a Fire Safety Risk Assessment (FSRA) and the preparation of a proposed Interim Remediation Works Plan, subject to engagement with Local Authority Fire Services (LAFS);
  • Procurement of a Competent Builder (CB) and determination of costs.
Three of the pathfinder projects are in Dublin and one is in Kildare. The relevant OMCs were contacted early in May 2024 and identified/agreed as pathfinders. These projects are well advanced towards completing Phase 3. My Department is not in a position to provide estimates regarding timelines for commencement and completion of eligible remedial works. It will be up to the relevant OMCs to manage their works programme. It is expected that lessons learned from the pathfinders, including establishment of templates and standards for documents to be prepared by the CP, will streamline processes, ensure consistency across all applicant projects, minimise errors, and increase efficiency. Other applicant OMCs will not have to wait for the completion of eligible remedial works in pathfinder projects to progress their applications.
