The Planning and Development Bill 2023 was passed by Dáil Eireann on 12 June 2024 and initiated in Seanad éireann on 27 June 2024. A copy of the amended Bill can be found on the Oireachtas website at the following link:

Committee Stage in Seanad Eireann was completed on 17 July 2024 and the Bill will now proceed to Report Stage in the Autumn. Following the Bill’s anticipated passing by Seanad éireann, any amendments made in that House will require Dáil approval before enactment.

A parallel programme to update the associated secondary legislation is currently underway with new regulations expected to be made under the enacted Bill that will repeal and replace all existing planning regulations. The introduction of the new regulations will coincide with the phased commencement of the enacted Bill, which is anticipated to take place over a period of approximately 12–18 months following enactment to allow the planning system to embed the changes contained therein.
