106.To ask the Minister for Communications, Climate Action and Environment for a breakdown of the total funding provided for retrofitting in 2023 and to date in 2024; the projected end year outturn; to provide a breakdown of allocations to the SEAI in 2023 and to date in 2024; the number of homes retrofitted to date; the number expected to be done in the full year, broken down by funding stream, in tabular form; and if he will make a statement on the matter. My Department funds a number of schemes to support households and the community sector to improve the energy efficiency of their properties. SEAI administer these schemes on behalf of my Department.

€437.2 million capital funding is allocated to SEAI residential and community energy upgrade schemes, including the Solar PV Scheme, for 2024. Of this, €380 million is funded from carbon tax revenue. The overall allocation will mean that the progress made last year under the National Retrofit Plan will be further ramped up in 2024.

Record capital funding allocation of over €208m has been provided to the Warmer Homes Scheme in 2024. This year’s budget includes funding from the European Regional Development Fund (ERDF) so that more households at risk of energy poverty can avail of fully funded energy upgrades under the Warmer Homes Scheme.

The SEAI capital funding for SEAI residential and community energy upgrade schemes to support property owners to improve the energy efficiency of their properties and support the delivery of 52,200 retrofits (including Solar PV) this year including 6,325 free upgrades for households at risk of energy poverty.

Based on the latest data from SEAI showing that for the first half of this year, SEAI has delivered 49% of the 52,200 retrofits target.

In the first half of 2024:

  • 25,750 property upgrades were completed, up 18% on the same period in 2023 and of these 10,154 homes were upgraded to a BER B2 or higher, which is a year-on year increase of 34%.
  • 3,303 property upgrades were completed through programmes focussed on vulnerable energy poor homes, up 41% on the same period in 2023.
  • Capital Expenditure was €188.68m, up 42% year on year.
