845.To ask the Minister for Education and Skills if she would consider accepting an historical statement of contributions from the Department of Social Protection in place of the employer's record of employment where the employer has misplaced the employee's record in an application for incremental credit for an SNA; and if she will make a statement on the matter. The criteria required to have incremental credit awarded to qualified Special Needs Assistants(SNA) is set out at www.gov.ie/en/circular/352100e5203d485da40e4f113a5dad5e/, and was agreed with the unions representing the Special Needs Assistants, School Management Representatives, the Department of Public Expenditure and Reform, and the Department of Education.
Documentation from the Department of Social Welfare may be admissible to clarify the exact dates of employment.
However, Section 4.4 of Circular 0139/2006 states the following:
4.4 For service to be reckoned for the award of credit, the employer at the time must certify that
a) the service was remunerated under a whole-time contract of employment or, with effect from 20 Dec 2001, a regular part-time contract, and
b) the applicant was appropriately qualified at the time it was given and
c) the service was satisfactory.
This detail needs to be certified by the prior employer in order for incremental credit applications to be considered and processed.
