315. To ask the Minister for Children, Equality, Disability, Integration and Youth if he has evaluated his Department’s performance in implementing and adhering to the actions contained within the migrant integration strategy; if he is satisfied that the whole of Government approach referenced in the strategy is adequate; and if he will make a statement on the matter. In July 2023, my Department announced the publication of an independent report, "Realising the promise of national equality policy”. The study examined and evaluated the effectiveness of the process for implementation of three quality strategies: the Migrant Integration Strategy, the National Strategy for Women and Girls, and the National Traveller and Roma Inclusion Strategy.

The reason for completing an evaluation process that spanned three equality strategies was to place the focus on implementation and identify potential good practices that can be transferred to future strategies. The evaluation recognised the importance of a whole-of-government approach for maximising the impact and coherence of public policy. Other recommendations in the report focused on collaboration with stakeholders, adopting appropriate structures for steering, developing focused and dynamic strategies, addressing capacity issues, creating indicators of progress and promoting effective use of monitoring information, and planning and paying ongoing attention to implementation.

The Programme for Government is committed to developing a successor to the Migrant Integration Strategy, which concluded in 2021. Work is currently in progress to develop a new national strategy that will build on the momentum of its predecessor. The strategy will address ongoing and emerging needs in supporting and promoting migrant integration in Ireland. The evaluation report recommendations will inform the development of the successor Migrant Integration Strategy.
