217. To ask the Minister for Finance the total number of renters tax credit claims in 2022, 2023 and to date in 2024; the total value of these claims in each year; and to provide a breakdown, by county, of the average cost of the tax credit in each year since its introduction. [29851/24]

The Rent Tax Credit (RTC), as provided for in section 473B of the Taxes Consolidation Act 1997 (TCA 1997), was introduced by the Finance Act 2022 and may be claimed in respect of qualifying rent paid in 2022 and subsequent years to end-2025.

I am advised by Revenue that RTC statistics currently available refer only to PAYE taxpayers. Data on self-assessed taxpayers are not yet available. These data will be available, in respect of the 2022 year of assessment, later in 2024 when the self-assessed tax returns for that year, filed in late 2023, are fully analysed.

I am further advised by Revenue that as of 1 July 2024, and based on currently available data, the number of claims and the corresponding claim amounts are set out in the first table below. The second table sets out the average claim value by county by year. A total of 592,264 RTC claims across the three-year period have been made to date by 362,312 unique taxpayer units. A taxpayer unit is either an individual with any personal status who is singly assessed or a couple in a marriage or civil partnership who have elected for joint assessment.

Revenue notes that these figures are provisional and expects that they will be subject to revisions as further data is received, for example, due to taxpayers amending their Form 12 returns and following inclusion of data in respect of self-assessed taxpayers when their returns for the relevant years are received and analysed.
