Flood Relief Schemes

48. To ask the Minister for Public Expenditure and Reform to provide an update on each ongoing and proposed flood relief scheme in County Donegal, in tabular form; and if he will make a statement on the matter. [29477/24]

The Catchment Flood Risk Assessment and Management or CFRAM Programme, the largest study of flood risk in the state, was completed by the Office of Public Works (OPW) in 2018. The output from this study was the Flood Risk Management Plans that are providing the evidence for a proactive approach for designing and constructing flood relief schemes for the most at-risk communities. Fifteen projects were identified in County Donegal under the Flood Risk Management Plans in addition to Raphoe which was already underway at that time.
The 16 schemes identified for Donegal will protect at least 1,006 properties and businesses and the Government is committing some €115m for their design and completion. This funding is being made available from the €1.3bn for flood relief measures under the National Development Plan.
Delivery of flood relief schemes is a complex and highly technical process which has five distinct stages which are as follows;
Stage I: Scheme Development and Preliminary Design
Stage II: Planning Process, Public Exhibition / Confirmation
Stage III: Detailed Design
Stage IV: Implementation/Construction
Stage V: Handover of Works
Of these 16 schemes for Donegal currently
- ten are being progressed with consultants appointed and steering groups in place overseeing their design at Stages 1 and 2, for nine of these schemes, with one of these schemes, Raphoe, submitted for planning consent in 2023,
- two schemes, Donegal town and Letterkenny, Donegal County Council has commenced a pilot for the data collection by Donegal County Council to inform appointment of consultant engineers. This pilot is being overseen by a National Steering Group, chaired by the OPW that includes representatives from Donegal County Council and is looking at delivery models for future schemes, nationally, and
- four schemes are to be implemented in the next tranche of schemes, Killybegs, Carndonagh, Dunfanaghy and Rathmullen. Commencing all flood relief schemes identified by the Flood Risk Management Plans is constrained by the availability of the specialist engineering resources and skills required.
A breakdown of what stage each of these schemes that have commenced are at, the schemes estimated project cost, and the number of properties to be protected is provided in tabular form, as requested by the deputy.
Donegal County Council can apply to the OPW for funding under the Minor Flood Mitigation Works & Coastal Protection Scheme, towards measures to mitigate flooding in these areas ahead of schemes being completed and more generally across the county. To date, funding of €2.3m has been approved for projects in Donegal from 2009, which include €598,000 for coastal erosion projects.
Raphoe Flood Relief Scheme – Stage III |

The proposed flood relief scheme for Raphoe has an estimated budget of €12,000,000 and when built will protect 387 properties. The scheme has completed Stage I (Scheme Development and Preliminary Design) and Stage II (Public Exhibition/Confirmation). The Raphoe flood relief scheme was submitted to the Minister for Public Expenditure, NDP Delivery and Reform for confirmation in Q2 2023 under the Arterial Drainage Act 1945. Detailed design, construction drawings and specifications will be developed and Stage III (Detailed Design) will be completed in Q4 2024 and Q1 2025, it is envisaged that construction of the scheme will begin in Q1 2025, subject to Ministerial confirmation. |
Lifford Flood Relief Scheme – Stage I |
The Lifford flood relief scheme has an estimated budget of €17,500,000 and when built will protect 67 properties. It is currently at Stage I (Scheme Development and Preliminary Design) which is due for completion in Q1 2025. The scheme is programmed to be submitted to the relevant planning authority in Q3 2026 (Stage II) under the under the Arterial Drainage Act 1945. It is currently envisaged that Stage III (Detailed Design) will begin certain tasks in Q4 2025 in advance of submission for Ministerial confirmation and that Stage IV (Construction) will begin in Q3 2027. |
Castlefin Flood Relief Scheme – Stage II |
The Castlefin flood relief scheme has an estimated budget of €8,167,000 and when built will protect 33 properties and is currently at Stage II (Public Exhibition/Confirmation) which is due for completion in Q3 2025. The scheme is due to be submitted to the relevant planning authority under the Planning and Development Act 2000 in Q4 2024 (Stage II). Subject to a successful and timely planning process it is currently envisaged that Stage III (Detailed Design) will start in Q2 2025 and Stage IV (Construction) will begin in Q2 2026. |
Na Dúnaibh (Downings) Flood Relief Scheme – Stage II |
The Na Dúnaibh (Downings) flood relief scheme has an estimated budget of €6,540,000 and when built will protect 58 properties and is currently at Stage II (Public Exhibition/Confirmation) which is due for completion in Q2 2025. The scheme is due to be submitted to the relevant planning authority in Q4 2024 under the Planning and Development Act 2000 (Stage II). Subject to a successful and timely planning process it is currently envisaged that Stage III (Detailed Design) will start in Q2 2025 and Stage IV (Construction) will begin in Q1 2026. |
Glenties Flood Relief Scheme – Stage I |
The Glenties flood relief scheme has an estimated budget of €550,000 and when built will protect 8 properties, it is currently at Stage I (Scheme Development and Preliminary Design) which is due for completion in Q2 2025. The scheme is due to be submitted to the relevant planning authority in Q3 2025 under the Planning and Development Act 2000 (Stage II). Subject to a successful and timely planning process it is currently envisaged that Stage III (Detailed Design) will start in Q1 2026 and Stage IV (Construction) will begin in Q3 2026. |
Burnfoot Flood Relief Scheme – Stage II |
The Burnfoot flood relief scheme has an estimated budget of €13,650,000 and when built will protect 49 properties, and is currently at Stage II (Planning Process) which is due for completion in Q2 2025. The scheme is due to be submitted to the relevant planning authority in Q4 2024 (Stage II) under the Planning and Development Act 2000. Subject to a successful and timely planning process it is currently envisaged that Stage III (Detailed Design) will start in Q2 2025 and Stage IV (Construction) will begin in Q2 2026. |
Ballybofey-Stranorlar Flood Relief Scheme – Stage I |
The Ballybofey-Stranorlar flood relief scheme has an estimated budget of €4,400,000 and when built will protect 59 properties and is currently at Stage I (Scheme Development and Preliminary Design) which is due for completion in Q1 2025. The scheme is due to be submitted to the relevant planning authority in Q2 2025 under the Planning and Development Act 2000 (Stage II). Subject to a successful and timely planning process it is currently envisaged that Stage III (Detailed Design) will start in Q1 2026 and Stage IV (Construction) will begin in Q1 2027. |
Buncrana Flood Relief Scheme – Stage I |
The Buncrana flood relief scheme has an estimated budget of €6,800,000 and when built will protect 32 properties and is currently at Stage I (Scheme Development and Preliminary Design) which is due for completion in Q1 2025. The scheme is due to be submitted to the relevant planning authority in Q3 2025 under the Planning and Development Act 2000 (Stage II). Subject to a successful and timely planning process it is currently envisaged that Stage III (Detailed Design) will start in Q1 2026 and Stage IV (Construction) will begin in Q1 2027. |
Kerrykeel Flood Relief Scheme – Stage I |
The Kerrykeel flood relief scheme has an estimated budget of €30,000 and when built will protect 13 properties and is currently at Stage I (Scheme Development and Preliminary Design) which is due for completion in Q2 2025. OPW are progressing this scheme in-house and are currently progressing the options as well as numerous surveys and reports for the completion of Stage I. Currently it is envisaged that construction of the scheme will begin in 2026. |
Donegal Town Flood Relief Scheme – Preliminary Stage Tranche II Pilot |
Donegal County Council have commenced a pilot for the data collection for the Donegal Town flood relief scheme prior to appointing a consultant to progress the scheme. The pilot is expected to take some 18 months from the recruitment by Donegal County Council of the three additional staffing to its Flood Relief Unit, namely a Senior Executive Engineer, an Executive Engineer and an Assistant Staff Officer. The process of procurement of staff has begun with one of the staff resources, a Senior Executive Engineer, now recruited with the remaining two staff members close to recruitment. |

The scheme is due to be submitted to the relevant planning authority in Q3 2025 under the Planning and Development Act 2000 (Stage II). Subject to a successful and timely planning process it is currently envisaged that Stage III (Detailed Design) will start in Q1 2026 and Stage IV (Construction) will begin in Q1 2027. |
