The improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from Councils' own resources supplemented by State road grants. The initial selection and prioritisation of works to be funded is a matter for the local authority.
Under the Regional and Local Road Grant Programme, the Department provides funding for road rehabilitation works under the Restoration Improvement Grant and each Council is required to submit a 3-year programme of works. Cork City Council included road pavement works on the John F Connolly road in its 2023 Restoration Improvement Grant work programme with €286k being expended on the works in 2023 and as I understand these works have been completed.
