To ask the Minister for Housing, Planning, and Local Government the total amount that is allocated to all local authorities to enable the proper structural inspection of new houses; the number of new houses that were inspected by local authorities in each of the years 2018 to 2023 for each local authority area, in tabular form; and if he will make a statement on the matter. Enforcement of the Building Regulations is delegated under the Building Control Act to local building control authorities (i.e. the 31 local authorities) who are independent in the exercise of their statutory powers.

Under section 159 of the Local Government Act 2001, each Chief Executive is responsible for the organisational arrangements necessary for carrying out the functions of the local authority for which he or she is responsible.

In line with the agreed Performance Indicators for Local Government and the Code of Practice for Inspecting and Certifying Buildings and Works, Building Control Authorities are required to carry out a level of inspection equivalent to 12% to 15% of new buildings for which valid commencement notices have been received.
