To ask the Minister for Employment Affairs and Social Protection the reason a person in receipt of jobseeker’s transition payment is unable to apply for half-payment carer’s allowance; if exceptions can be made on application and/or appeal; and if she will make a statement on the matter. Carer's Allowance (CA) is a means-tested social assistance payment made to a person who is habitually resident in the state and who is providing full-time care and attention to a person who has such a disability that they require that level of care.
Half-rate Carer’s Allowance is not payable to customers currently in receipt of a jobseeker payment, including Jobseekers Transitional Payment. However, in certain circumstances, One-Parent Family Payment may be payable to a person with a child up to 16 years of age where that person also qualifies for half-rate Carer’s Allowance or Domiciliary Care Allowance.
If the Deputy wishes to provide me with the details of a specific case, I can have officials from my Department examine it in more detail.
