576.To ask the Minister for Agriculture, Food and the Marine the capital works funded by his Department that are currently ongoing within Howth fisheries harbour centre; when each of these capital works projects will be completed, in tabular form; and if any of those capital works projects have increased in prices since construction works commenced. In February, I announced a capital investment package of €29.7m for the six Fishery Harbour Centres as part of the 2024 Fishery Harbour and Coastal Infrastructure Development Programme with €425,000 allocated to capital projects in Howth. Details of the project allocations are available in tabular form online at gov - Minister McConalogue announces investment of €29.7million in the Fishery Harbour Centres (). The construction works component for each project is yet to commence.
All capital projects are subject to rigorous project management processes including design, tender action and implementation stages, and ongoing monitoring, evaluation and review in accordance with the Department of Public Expenditure and Reform’s Capital Works Management Framework and the Public Spending Code. Additionally, all contractual projects are subject to the applicable conditions of contract and as such it is necessary to follow due process in accordance with such conditions.
Planning permission for the Harbour Dredging (& Reclamation) project was issued by Fingal County Council on 5th August 2022. A third-party appeal was subsequently lodged with An Bord Pleanála on 30th August 2022 and my Department is currently awaiting a decision. If the appeal decision is in favour of the development, my Department will proceed with the procurement for the project with works over subsequent years. As this project is subject to environmental and other assessments and statutory permitting prior to works commencing, it is not possible to advise with certainty either the commencement or completion dates.
