This answer details the list of general government expenditure items which are not funded by the central fund, these are:
- Expenditure of the Social Insurance Fund
- Own-resource expenditure of Extra-Budgetary Funds (EBFs)
- Own-resource expenditure of Non-commercial Agencies
- Own-resource expenditure of Local Government (Local Authorities, Approved Housing Bodies, etc)
The Central Statistics Office publish a Register of Public Sector Bodies twice a year which provides in tabular form the EBFs and Non-commercial Agencies under the aegis of each Government Department along with the agencies classified within Local Government: www.cso.ie/en/releasesandpublications/ep/p-rpbi/registerofpublicsectorbodies2023-provisional/centralgovernment/.
