112. To ask the Minister for Housing, Planning, and Local Government the amount in the capital budget as set out in table 10 of the Stability Programme Update 2024 that is designated for housing that is for building social housing; and if he will make a statement on the matter. [24140/24]

The capital expenditure provision for my Department in 2024, as set out in the Revised Estimates for Public Services 2024 published by the Department of Public Expenditure, NDP Delivery and Reform (DPENDR) and available at www.per.gov.ie/en/rev/ is €3,888m.

The breakdown of this capital allocation by Programme is set out below:

These provisions will be used to advance capital investment across a range of programme areas within my Department’s remit.

The Housing for All Strategy is the Government’s plan to increase the supply of housing to an average of 33,000 per year over the next decade. The annual targets include the delivery of 88,400 new social homes and 53,800 new affordable homes in the period 2022-2030. Housing for All is supported by an investment package of over €4bn per annum, through an overall combination of €12bn in direct Exchequer funding, €3.5bn investment through the Land Development Agency (LDA) and €5bn lending through the Housing Finance Agency (HFA).

In 2024, over 29,000 additional households will have their housing needs met (23,130 social and 6,400 affordable)

This funding will facilitate the delivery of new social, affordable and cost rental homes, along with the implementation of a broad range of housing programmes providing targeted support to meet housing needs.

In relation to capital ceilings for 2024-2026, these were outlined as part of the recent updated of Voted Capital Allocations published by DPENDR. See link below:

Funding at a Programme and Subhead level for 2025 & 2026 for my Department have not been finalised at this stage and will be set out in due course in the Revised Estimates for Public Service published in the December prior to each year.

[1] Housing Capital Provision will be further supplemented through additional funding for housing purposes provided by certain local authorities from Local Property Tax (LPT) receipts amounting to €78m along with Capital Carryover of €115m, giving an overall Capital budget of €2,729m.
