269. To ask the Minister for Housing, Planning, and Local Government if the Planning and Development Bill 2023 provides that applicants seeking planning permission to build one-off family homes on land owned by them will have a legal right to pre-planning meetings with local planners and to necessary site visits from them. Applicants for permission to build one-off housing are not required to partake in pre-application consultations. However, any such person may request a pre-application consultation under section 90(1) of the Planning and Development Bill 2023 (as amended).
Where the applicant makes this request and provides any documentation or information required by the planning authority under section 90(2) then the planning authority, under section 90(3), shall hold a consultation meeting.
The legislation does not prescribe the mode of such meetings and there is no compunction upon the planning authority to conduct an on-site visit, unless they decide that one is required.
