To ask the Minister for Communications, Climate Action and Environment the reason works carried out to a home under the free energy upgrades warmer home scheme (details supplied) did not improve the BER rating; the objective of these works carried out on homes; and if he will make a statement on the matter. The Warmer Homes Scheme delivers a range of energy efficiency measures free of charge to households at risk of energy poverty.

There are a number of home energy improvements offered as part of the scheme. The upgrades that will be recommended for a property will depend on many factors, including age, size, type and condition of the property. For each eligible home, SEAI’s technical surveyor will determine which upgrades can be installed and funded.

Individual applications to SEAI Schemes are an operational matter for SEAI and as the Minister I have no role in such matters.

However, with regard to the specific individual case you have raised, following a request from my officials to SEAI regarding the particulars of the case, SEAI has advised a package of works was provided in line with the published Scheme Terms & Conditions.
