I propose to take Questions Nos. 148 to 15, inclusive, together.
As the Deputy may be aware, non-voted expenditure is paid out of the Central Fund under specific legislation, rather than being voted annually. It consists of expenditure on items such as the service of the National Debt and contributions to the European Union (EU) Budget or services that have already been provided for in legislation.
The figures requested by the Deputy are published by my Department on an aggregate basis as part of the Budget and Stability Programme Update (SPU) publications.
SPU2024 sets out the projections for non-voted current expenditure in respect of 2024 and 2025, at €7,140 million and €8,265 million respectively. Projections for non-tax revenue for 2024 and 2025 are also set out in Table 10 of the SPU 2024, at €1,150 million and €1,455 million respectively, while the Exchequer is projected to receive €2,005 million and €1,940 million in capital receipts in both years respectively.
Details of the main components of non-voted current expenditure over the course of the year are published by my Department as part of the monthly Fiscal Monitor publication.
The most recent Fiscal Monitor is available at: www.gov.ie/en/publication/4e994-fiscal-monitor-april-2024/.
Specifically, Note 5 of this publication details the main elements of this category of Central Fund expenditure.
The Fiscal Monitor also details the main components of both non tax revenue and capital receipts. Specifically, Note 2: Non-Tax Revenue and Note 3: Capital Receipts set out the elements that make up these two categories of Exchequer revenue.
The relevant tables from the April Fiscal Monitor are reproduced below for the Deputy's convenience.
