110. To ask the Minister for Public Expenditure and Reform to provide an update on the site tests which were due to be carried out between 22 February to 3 March 2024 on the HSE-owned land at a location which is being considered under the Ukrainian rapid build programme (details supplied); the current position in relation to this site; when a decision is expected to be made on this land; if the current farmer leasing the land has been given notice; and if he will make a statement on the matter. I am advised of the following by the Office of Public Works (OPW). In 2022, the Government approved the provision of modular houses as part of its plans to address the need to develop capacity for accommodating Ukrainian beneficiaries of temporary protection. The Department of Children, Equality, Disability, Integration and Youth is the lead Department for the modular homes programme, supported by the OPW as the contracting authority with responsibility for managing its detailed implementation.
OPW, with the approval of the HSE, recently undertook initial technical analysis of the site at Hayward Clonmel in relation to risk of flooding, topography, archaeology, environmental and ecological site considerations, invasive plant species and access. Further to this, the OPW is also engaging with utility providers on accessibility to those essential services.
Consideration is being given to the suitability of the site to form part of the Modular Homes Rapid Build Programme and a decision is expected shortly.
