17. To ask the Minister for Communications, Climate Action and Environment how the new law on waste collection will be rolled out in rural areas, considering many households in rural areas currently do not have a food waste bin or in some cases do not have a waste collection service at all; and if he will make a statement on the matter. I intend to shortly sign Regulations to oblige waste collection companies to provide a food waste (brown) bin to all its households customers on a kerbside waste collection service from 1 January 2024 regardless of the population agglomeration or location.

This is in line with the requirement in the Waste Framework Directive that “by 31 December 2023 and subject to Article 10(2) and (3), bio-waste is either separated and recycled at source, or is collected separately and is not mixed with other types of waste”. The regulations will also require waste collection companies to provide their household customers with a garden waste collection service at least monthly from March to October when requested.
