178. To ask the Minister for Communications, Climate Action and Environment to provide clarity and a timeframe with respect to when the issue of stabilised residual waste fines, which are going to landfill levy-free, will be dealt with; when the working group which has been tasked with examining the impact of the landfill levy exemption for stabilised waste will report on their findings; and if he will make a statement on the matter. The Waste Action Plan for a Circular Economy (WAPCE) sets out a commitment to analyse the impact of the landfill levy exemption for bio-waste and whether it should be removed. A working group is currently examining this commitment and a full review of all landfill levy exemptions, including stabilised waste fines, is currently under way.

It is anticipated the group will report on their findings later in 2023.
