To ask the Minister for Housing, Planning, and Local Government what decision-making led to declaring certain species on the open season list as being under threat; and what part the National Association of Regional Game Councils’ (NARGC) data on bag returns played in that process, if any. Article 12 of the Birds Directive (Directive 2009/147/EC) requires Member States to report on the implementation of national provisions taken under this Directive, including specific reporting on status and trends of bird species. The National Parks and Wildlife Service (NPWS) of my Department considered the results of its 2019 Birds Directive Article 12 reporting to the European Commission. This report is informed by surveys and monitoring undertaken by or commissioned by NPWS. NPWS does not currently have access to the bag return data held by the National Association of Regional Game Councils (NARGC) discussions are ongoing with NARGC on this matter.
