198. To ask the Minister for Transport, Tourism and Sport to provide details on the communications received by his Department from the vessel owners of the Hebble Sand dredge ship currently moored in Drogheda after being refloated following its sinking earlier this year, in respect of their plan to remove the unsightly and environmentally impactful vessel; and if he will make a statement on the matter. The “M/V Hebble Sand” is a ship located within the functional area of the Port of Drogheda. Any matters relating to the safety or environmental protection are for the owner of the vessel to address within the relevant jurisdiction of the Port Authority. If the owner wishes to move the vessel, then they are required to comply with the relevant Merchant Shipping and Sea Pollution Acts as well as other legislative requirements such as the Ship Recycling Regulation should they wish to recycle the ship.

A survey application is required to be made to the Marine Survey Office (MSO). The MSO has recently received some related communications from the owner and the MSO will proceed in accordance with its established survey application procedures.
