To ask the Minister for Education and Skills if he will provide an update and the date on which all Science Foundation Ireland and the Irish Research Council PhDs will receive the promised Q4 €500 payment as specified in Budget 2023 (details supplied); if this date is not in Q4 of 2022 as promised; the reason that led to it being delayed; the reason that this information was not communicated sooner; the accountability mechanisms that exist within these organisations to ensure that these payments are provided; if the request for clarification from an organisation was received; when it will receive a response; and if he will make a statement on the matter. The necessary funding has been made available to Science Foundation Ireland and the Irish Research Council. My Department has made it clear payment should be made to students as soon as possible.
