To ask the Minister for Housing, Planning, and Local Government the reasons for not applying the same rationale to officers in local government given the ongoing effect of Circular EL 02/2011, given the availability of incremental credit to civil servants working in his Department as per Circular 08/2019; the reasons that local government officers are treated differently relative to their civil servant counterparts; if he will commit to an immediate review of Circular EL 02/2011; and if he will make a statement on the matter.
