To ask the Minister for Transport, Tourism and Sport if the development cost of a community involvement scheme that was paid by residents (details supplied) can stand as a reason to have a percentage of the cost removed or considerably discounted on the contribution made; and if he will make a statement on the matter. The improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from local authorities' own resources supplemented by State road grants. The initial selection and prioritisation of works to be funded is also a matter for the local authority.
The terms and conditions of the Community Involvement Scheme (CIS), including the community contribution requirements, have been notified to local authorities by way of Departmental circular.
Implementation of individual schemes, in accordance with the terms and conditions set out in the circular, is a matter for the relevant local authority.
