To ask the Minister for Health if any inaccuracies in reporting of hours worked by non-consultant hospital doctors in compliance with the European working time directive, EWTD, agreement were found by the EWTD verification group, broken down by month, hospital and year; and if he will make a statement on the matter. As this is a service matter I have asked the HSE to reply directly to the Deputy concerning the information sought as soon as possible. The National EWTD Verification Group clearly identified the need to distinguish between rostered hours and worked hours and to report on the latter in its engagement with hospitals and other sites where NCHDs are employed. Similarly the HSE's guidance to hospitals and other sites for the purposes of the completion of the monthly EWTD reporting template specifies how to calculate 'working time' under the EWTD.

As this is a service matter I have asked the HSE to reply directly to the Deputy with the information sought. I am aware that the HSE put in place an internal system that involved financial penalties for certain hospitals to support the attainment of compliance.

As this is a service matter I have asked the HSE to reply directly to the Deputy concerning the estimated number of hours, if any, as soon as possible. My position on this issue is clear, NCHDs must get paid for all hours worked.
