To ask the Minister for Housing, Planning, and Local Government the current status of his plans to review the building regulations; if he will ensure that public and public access buildings must have defibrillators and have their own or a community emergency response system that can provide cardiopulmonary resuscitation and defibrillation within five minutes; and if he will make a statement on the matter. The Building Regulations apply to the design and construction of all new buildings (including dwellings) and to certain works to existing buildings. They are subject to ongoing review in the interests of safety and the well-being of persons in the built environment and to ensure that due regard is taken of changes in construction techniques, technological progress and innovation.

The provisions of the Building Regulations do not relate to management matters and compliance with the Regulations is not dependent on these, however it is acknowledged that management provides an important function to the use of a building.
