277. To ask the Minister for Finance if he will provide details of contracts awarded in 2022 by his Department or bodies under his aegis outside the standard procurement process in order to assist the arrival of refugees fleeing the war in Ukraine; and if he will make a statement on the matter. The Deputy will be aware that the ‘National Public Procurement Policy Framework’ issued by the Office of Government Procurement (OGP) in November 2019, sets out the procurement procedures to be followed by government departments and state bodies in accordance with EU rules and national guidelines.  In that respect, my Department has not awarded any contracts in relation to assisting with the arrival of Ukrainian refugees which were non-compliant with procurement guidelines.  I am also advised by the bodies under the aegis of my Department that they also have not awarded any contracts which did not follow procurement guidelines in order to assist with the arrival of Ukrainian refugees.
