To ask the Minister for Housing, Planning, and Local Government when the legislation was introduced for the appointment of chief executives in county councils throughout Ireland; if it was binding on all counties; if there was subsequent legislation for the same purpose which was only applicable to separate county councils such as Tipperary, Limerick and Waterford; if a special case was made for any or all three counties; and if so, the details of same. The Local Government Reform Act 2014 (2014 Establishment Day) Order 2014 provides that 1 June 2014 is the establishment day for the purposes of the Local Government Reform Act 2014.  Section 54 of the Local Government Reform Act 2014 which makes provision for the position of chief executive in relation to each local authority has applied since 1 June 2014.

The provisions relating to an office of chief executive of Limerick City and County Council, Tipperary County Council and Waterford City and County Council are made under sections 16(2), 16(3) and 16(4) of the Local Government Reform Act 2014 respectively.
