To ask the Minister for Housing, Planning, and Local Government if he will update housing circular 41 of 2012 to reflect the relevant changes in Irish immigration law such as SI No. 548/2015 - European Communities (Free Movement of Persons) Regulations 2015. and relevant case law; and if he will make a statement on the matter. Applications for social housing support are assessed by local authorities in accordance with the eligibility and need criteria set down in section 20 of the Housing (Miscellaneous Provisions) Act 2009 and the associated Social Housing Assessment Regulations 2011 (as amended).

As social housing support is intended to address a household’s long-term housing need it is expected that households applying for such support have a long-term right to reside in the State. My Department is currently reviewing the approach in this area and will finalise proposals in the new year.
