The Commissioners of Public Works in Ireland (CPW) grant licences to Mobile Network Operators (MNOs) who hold a Mobile Telecommunications Licence in order to provide Mobile Telephone Services and install telecommunications equipment on State property.

A standard licence agreement sets out the terms and conditions under which mobile phone operators are permitted to locate on OPW property.
