407. To ask the Minister for Housing, Planning, and Local Government the gender split to be applied when local authorities appoint councillors to the Northern and Western Regional Assembly; if he plans to legislate for gender quotas on the regional assemblies; and if he will make a statement on the matter. The legislation providing for the establishment, constitution, functions, membership, etc, of the Regional Assemblies is the Local Government Act 1991 (Regional Assemblies) (Establishment) Order 2014, S.I. No. 573/2014.

Article 5 of the Regulations sets down the number of members of each Assembly and arrangements for their appointment.

As per Article 5(2), "every member of a regional assembly shall be appointed by the constituent local authority of which such person is a member". Members are appointed at the annual meeting of the local authority held after every local election, or so soon thereafter as may be.
