To ask the Minister for Health the reason health and social care professionals in primary care will be able to progress from staff grade to senior grade while those same professionals with the same length of time with regard to experience in hospitals and the mental health area will not; the rationale for allowing some to progress in their careers while others cannot; and if he will make a statement on the matter.
