563. To ask the Minister for Culture, Heritage and the Gaeltacht if the heads of the proposed Bill to transfer ownership of the National Symphony Orchestra from RTÉ to the National Concert Hall have been agreed; when these will be published; and the timeframe in which the Bill is expected to undergo pre-legislative scrutiny and be brought forward to the Houses of the Oireachtas. Following the publication of the report by RTÉ that it commissioned from independent consultants Helen Boaden and Mediatique on the RTÉ Orchestras entitled RTÉ Orchestras Ensuring a Sustainable Future, the Government agreed in principle that the RTÉ National Symphony Orchestra (RTÉ NSO) should come within the remit of the National Concert Hall (NCH).

Work is continuing in my Department on the preparation of the heads of a proposed Bill to amend the National Concert Hall Act, 2015 to provide for the transfer of the National Symphony Orchestra from RTÉ to the National Concert Hall. I expect to bring this matter to Government in September, after which pre-legislative scrutiny can take place.

My intention is that the transfer of the NSO to the NCH will be completed this year.
