333. To ask the Minister for Finance the reason uncompleted houses (details supplied) would not be sold individually by NAMA to persons who are willing to complete the necessary work to make these houses habitable for their own use given that there are other houses in the estate that are completed with occupants who have a water connection and in view of the lack of housing; and if he will make a statement on the matter. As Minister for Finance I have no role in respect of NAMA’s commercial operations. The Deputy will be aware that NAMA does not typically own or sell property, rather NAMA owns loans for which the properties act as security. I am advised that the properties to which the Deputy refers are controlled by an appointed Receiver, who has responsibility for the management and sale of such properties.

I am advised that the partially completed units referenced cannot currently be completed in full compliance with planning due to Irish Water capacity issues with the local waste water treatment plant and an incomplete foul sewer network. Accordingly, the units are not currently fit for occupation and suggestions that individuals could address the waste water issues themselves may result in serious health and safety problems. The Receiver hopes that Irish Water will allocate resources to resolve the matter but this may take some time. NAMA is not aware of the specific arrangements of other units in this development, which are not secured to NAMA’s loans, have in relation to waste water and disposal of foul effluent.
