To ask the Minister for Education and Skills further to Parliamentary Question No. 836 of 24 March 2021, the person or body to be contacted in cases in which a board of management in a primary school operates outside the Governance Manual for Primary Schools 2019-2023 without following section 14, part 8 of the manual; and if she will make a statement on the matter. The Education Act, 1998 sets out the key roles and functions that are discharged by patrons and boards of management in the running of schools. Section 14 of the Education Act, 1998 provides that the appointment of a board of management of a school, where practicable, is solely a matter for the relevant school patron.

The board of management is the body of persons appointed by the patron to manage the school on behalf of the patron and the functions of the Board are set out in Section 15 of the Act. The Governance Manual for Primary Schools 2019 - 2023 sets out the agreed procedures for the appointment of members of boards of management and for the operation of such Boards.

Any queries or concerns regarding the functioning of a board of management should be addressed to the patron of the school concerned.
