792. To ask the Taoiseach and Minister for Defence the five most recent significant capital projects in the major functional responsibilities of his Department which have required his sanction; the time which elapsed between the initial submission of the proposal for consideration until the construction commenced; the significant elements making up this period; the time spent in assessment prior to approval in the planning process; the time spent in assessment prior to approval in the procurement process of contractors; and the way this duration compared with the targeted time to delivery set out at the outset of the process. The Defence Forces Built Infrastructural Programme 2020-2025 was published in January 2020. This Programme, which is a 5 year plan, provides a blueprint for investment in the Defence Forces built infrastructure over a multi annual timeframe including timeframes for the delivery of projects. Over the course of the programme it is projected that some €145m will be allocated to ensure programme delivery.

In my Department there is a joint Civil/Military High Level Public Procurement Group which is assigned to act as the Sanctioning Authority for capital and current expenditure proposals. Its function is to develop and implement multi-annual plans for equipment procurement and infrastructure development based on the policy proposal set out on the White paper.

The five most recent significant capital projects entered into by the Department are listed in the following table:
