To ask the Minister for Housing, Planning, and Local Government the supports in place for families that are not first-time buyers that require more space for their growing family but cannot afford to buy an adequately sized home on the private market; and if he will make a statement on the matter. Supports towards the purchase of housing, including affordable housing under Part 5 of the Housing (Miscellaneous Provisions) Act 2009, the Help to Buy Scheme and the Rebuilding Ireland Home Loan, are generally directed towards first time buyers.

An exception is in Part 5 whereby a prospective purchaser who previously purchased a dwelling under an affordable dwelling purchase arrangement, or a dwelling made available under Part V of the Planning and Development Act 2000 and who now requires to relocate to a different dwelling, will not be ineligible for an affordable purchase arrangement under Part 5 by virtue of having previously purchased such a dwelling.
