The Groningen Protocol referred to by the Deputy is a medical protocol contained within regulations that apply in the Netherlands and provide for neonatal euthanasia under certain circumstances. My Department has not undertaken an ethical review of this Protocol.

I have referred the question to the HSE for direct reply as to whether there has been an ethical review of this Protocol conducted within the HSE.
