321. To ask the Minister for Culture, Heritage and the Gaeltacht her views on whether recruitment for all organisations and agencies under the competent authority of the State should carry out all recruitment in an open, transparent and public manner in line with the principles of corporate governance and established protocols which govern public procurement and the recruitment of personnel for positions within public services and State agencies here; and if she will make a statement on the matter. Government policy in relation to the recruitment of civil and public servants is a matter for my colleague Paschal Donohoe, T.D., Minister for Public Expenditure and Reform.  My Department  uses the recruitment services of the Public Appointment Services and adheres to the guidance issued by Commission for Public Service Appointments guidance for other recruitment of staff. 

Operational matters in relation to the State Agencies under the remit of my Department are the responsibility of the Board of each Agency.  However, I am informed that the State Agencies under the remit of my Department also adhere to the relevant policies.
