In general, EU and national law requires that a person must be resident in the State to apply for or renew an Irish driving licence. An Irish driving licence can be renewed up to 10 years after the expiry of the licence. Therefore, a person living abroad will be able to renew their licence if they return to live in Ireland within that period.
Noting that, I have referred the question to the Road Safety Authority for direct reply to the Deputy in regard to the particular person referred to. Please advise my office if you have not received a response within 10 days.
