To ask the Tánaiste and Minister for Justice and Equality if the proposed new restrictions by the EU member states on incoming flights from the United States of America due to Covid-19 mitigation measures will include a ban on EU citizens accessing the EU from destinations in the United States of America; and if she will make a statement on the matter. The Deputy is referring to the recent European Council decision on the temporary restriction on non-essential travel in the EU and the possible lifting of such restriction. The measure in question constitutes a development of the Schengen Acquis in which Ireland does not participate, therefore Ireland is not taking part in its adoption. The Deputy may wish to note however that the recommendation clearly states that EU citizens are exempt from any restrictions and can travel to EU states from third countries.
While not a matter specific to my Department, the Government is giving consideration to a possible roadmap for the resumption of safe international travel. In accordance with Government policy, which is based on the official public health advice, the Department of Foreign Affairs continues to advise against all non-essential travel overseas. This includes Great Britain but does not apply to Northern Ireland.
