To ask the Minister for Public Expenditure and Reform if the Office of Government Procurement has considered meeting media companies and newspapers in respect of securing access to publications for Departments and agencies at a discounted rate in view of the number of subscriptions required; if the OGP has considered offering media companies a bandwidth of IP addresses to reduce the costs of online subscriptions rather than a person to person log-in system; and if he will make a statement on the matter. Public Procurement is governed by EU and National rules. The aim of these rules is to promote an open, competitive and non-discriminatory public procurement regime which delivers best value for money. There is provision for pre-market discussion with suppliers and independent experts, subject to safeguards against distorting competition or violating transparency and non-discrimination principles. On this basis, the Office of Government Procurement (OGP) engages with suppliers on a regular basis ahead of conducting procurement processes. The OGP publishes a schedule of planned Frameworks and Contracts on a quarterly basis and currently, there are no plans to put in place central procurement arrangements in the area of online subscriptions. It should be noted that OGP procurement is conducted through the eTenders platform, www.etenders.gov.ie.
