1075. To ask the Minister for Transport, Tourism and Sport his plans to update the Dublin Carriage Act 1853 in order to introduce a modern licensing system for the hire of horses and cabs in the Dublin area (details supplied). [3734/20]

The preparation of the necessary legislative proposals in regard to the regulation of horse-drawn carriages is a complex issue requiring engagement by my Department with several Government Departments and local authorities.

Last December the Government approved to a proposal to repeal the Dublin Carriage Acts 1853-55 and to draft a General Scheme of a Bill to assert the power of local authorities, including Dublin City Council, to regulate and set standards for horse-drawn carriages within their respective functional areas.

My Department continues to engage with all relevant stakeholders, including Dublin City Council, on the development of a General Scheme of the Bill.
