To ask the Minister for Agriculture, Food and the Marine the expenditure incurred in each of the years 2014 to 2018, inclusive, and up to 31 December 2019 for each measure (details supplied) under the Rural Development Programme 2014–2020, in tabular form; the original budget allocations made for each year in the 2014 to 2020 period; and if he will make a statement on the matter. While the RDP Regulation provides for a structure according to measures and sub-measures, the annual breakdown is made at aggregate kevel and is not formally subdivided down to measure/sub-measure level or scheme level. Essentially, any unspent EAFRD funds in a year are carried forward to subsequent years.

The Deputy should be aware that while the majority of the RDP budget will be spent by the end of 2020, expenditure on some schemes will involve carry-over into 2021.  Under EU regulations governing the RDP, funds for multi-annual commitments entered into by the end of 2020 may be claimed up to the end of 2023.
