246. To ask the Minister for Health when the pay deal agreed with nurses and midwives in February 2019 will be put in place; the full cost of the pay deal for nurses and midwives in 2019 and 2020; and the nature of offsetting cost reduction measures such as changes to roster arrangements that are to be put in place to deal with the cost of the new pay deal. A detailed implementation plan to give effect to this agreement is currently being finalised by the HSE. It will set out the actions to be taken by the HSE to implement the Enhanced Nurse/Midwife Contract. It will also set out key productivity measures that will be subject to independent verification.

The most recent estimate of costs for the implementation of the various elements of the Labour Court recommendation is €39m in 2019. An additional €5m for the continued implementation of the Framework on Safe Staffing and Skill mix will also be required.

In addition, the 2018 Public Service Pay Commission recommendations in respect of increases and extensions to certain nursing and midwifery allowances will cost an additional €13.7m in 2019.

Estimates for the 2020 costs are currently being assessed by the HSE and will be subject to the normal budgeting and planning process for the next financial year.
