To ask the Minister for Housing, Planning, and Local Government the reason Irish Water treats householders as if they are businesses and charges them for water they use in their property if the householder has a rainwater harvesting system which they rely on exclusively for agricultural purposes; and if he will make a statement on the matter. I refer to the reply to Question No. 210 of 20 June 2019 which sets out the statutory position in relation to charging arrangements for relevant customers of Irish Water, who may be able to assist further with this matter.
