344. To ask the Minister for Health the person or body that will carry out the independent review of the tragic case in which a healthy unborn baby was aborted under section 11 of the Health (Regulation of Termination of Pregnancy) Act 2018; his views on whether such a review will only be independent if it is carried out by an organisation completely independent of the HSE and the National Maternity Hospital; his further views on whether the current master of the National Maternity Hospital has a statutory responsibility to the hospital in the first instance; and the way in which he plans to ensure that there is no conflict of interest that could affect an independent investigation. I am aware of the case the Deputy refers to in his question, however, it would be highly inappropriate for me to comment on an individual case. Our overriding concern at this time must be for the couple involved.

I have been advised that steps are being taken to have an independent review of this case undertaken. It is important to await the results of that review, which will allow for a better understanding of what has occurred. It will also allow for any learning that may emerge to be disseminated throughout the health system.

I have requested the HSE to reply to you directly in relation to the operational issues that you have raised.
