81. To ask the Taoiseach and Minister for Defence if civilian personnel under the aegis of his Department are checked and security vetted by the Garda Central Vetting Unit prior to being assigned to working there both as new entrants and transferring in from other areas of the Civil Service; and if he will make a statement on the matter. All new entrant civil servants are subject to vetting and security clearance processes prior to being offered a post in the Department of Defence. Security vetting has a number of layers and is conducted in conjunction with an Garda Síochána and the Defence Forces. Civil servants transferring to my Department from another Government Department will have been subject to the vetting process for all entrants to the civil service. Certain post holders are the subject of further clearance processes.
For operational reasons, it would be inappropriate to set out or discuss those detailed processes. Security is kept under ongoing review and my officials work closely with the Defence Forces in relation to such matters.
